Vagos - Portugal

Main motivation for taking adaptation action

It is anticipated that as a result of climate change Vagos will suffer more and more from sea level rise and an increasing number of forest fires. Vagos is focused on taking action and implementing all measures possible to protect its citizens and visitors, to make Vagos a more attractive municipality, and to improve the quality of life of its citizens.

Summary of the strategy/plan
Vagos has a diverse landscape. It is a coastal municipality, meaning that it faces the risks associated with sea level, but it also has a large forested area that is increasingly at risk of forest fires. In response to these risks, Vagos developed a Municipal Emergency Plan to take action and reduce the impacts of climate change vulnerabilities. This Plan establishes procedures in case of accidents or disasters including for the municipality's various civil protection agencies.

Planned adaptation actions

Vagos has taken action to reduce the impacts of the sea level rise by strengthening the sea barriers, artificially recharging coastal areas with sand sediments, and building palisades and wooden walkways over the sand dunes to protect them. In addition, measures for forest fire prevention are being taken, as well as actions to improve climate change resilience in public buildings. This is being done via passive and active construction measures such as the substitution of window frames, the installation of new roofs, and the implementation of sustainable solar heating systems, etc.

Good practice / spotlight item

Requalification of the Vagueira Beach urban sea front
Vagos is vulnerable to the sea level rising and has experienced coastal erosion in recent years. Recently the sea level rise barrier that protects the urban sea front was strengthened. At the top of the barrier a walkway and cycling path was built, as well as wooden pathways over the sand dunes that connect Vagueira to neighbouring beaches. As a result of this project, the sea front community not only benefits from enhanced protection against the impacts of climate change but they also have better leisure opportunities. Additionally, the community feels safer and Vagueira Beach has attracted an increasing number of tourists.
