Ílhavo - Portugal

Main motivation for taking adaptation action

Over the past 25 years, Ílhavo has been affected by many incidents of inclimate weather that have accentuated coastal erosion and led to significant losses of territory. As a result, Ílhavo has recognized the urgent need for a properly coordinated adaptation strategy that addresses these risks and protects the city.

Summary of the strategy/plan
Ílhavo is one of 26 municipalities in Portugal participating in the ClimAdaPT.Local project, which aims to begin a continuous process leading to the elaboration of Municipal Strategies for Adaptation to Climate Change (EMAAC) and their integration in municipal planning tools. Ílhavo has already taken part in various training sessions regarding climate vulnerabilities and identifying adaptation options and plans to publish its Municipal Strategy for Climate Change Adaptation in April 2016.

Planned adaptation actions

Ílhavo has already engaged in a number of adaptation actions including coastal and road rehabilitation, reforestation, and the elimination of invasive species. The city has also reconstructed piers, rebuilt a pedestrian route that also functions as a dike, and artificially recharged 2.5 km of coastline.

Good practice / spotlight item

Biarritz - Front Ria in Costa Nova Beach (Urban and Environmental Requalification Project)
Costa Nova Beach is subject to rising sea levels and extreme weather which contributes to coastal erosion. In an effort to improve the resilience of the beach, the City Council undertook several adaptation measures in 2010 as part of the "Urban and Environmental Requalification of Front Ria Costa Nova – Biarritz" project. The requalification measures were applied to 1,000 meters of the beach, and included rockfill, maritime work, coastal defense, a cycling path, road rehabilitation, new sidewalks, parking lots, street lighting, and landscaping. This project has been an important municipal investment in the dunes, environmental values, and existing urban settlements in that area. In addition to maintaining the natural environment, the project also improves the quality of life for Ílhavo's citizens and visitors to the Costa Nova Beach.
