Main motivation for taking adaptation action

Toulouse is a city that is already experiencing the impacts of climate change, especially rising temperatures. Climate change is expected to impact Toulouse via an increased flood risk and an exacerbated urban heat island effect, especially during heat waves. By taking adaptation action, Toulouse Metropole aims to reduce its vulnerability, increase its resilience, and take advantage of new opportunities for economic growth as well as the attractiveness of the territory.

Summary of the strategy/plan
Toulouse Métropole's Regional Energy & Climate Plan (Plan Climat Energie Territorial) contains a total of 130 actions, divided into 30 main actions and distributed throughout 7 target areas, namely: energy, transport, fuel poverty, town planning, natural resources, citizen and stakeholders mobilization, and green growth. In addition to the objectives of reducing greenhouse gas emissions, improving energy efficiency, and increasing the share of renewables in Toulouse's energy mix, the Plan also aims to adapt the area to climate change and reduce its demographic, economic, and natural resource-related vulnerabilities.

Planned adaptation actions

Some of the adaptation actions in Plan include reducing the impact of Urban Heat Island effect via greening city infrastructure, conducting workshops with the public on an adaptation strategy, and building exemplary districts with adapted urban forms and buildings.

Integrating Climate and Energy into the " PLUiH " : Local Plan for Urban and Intercommunal Living Spaces
With the help of expert climatologists from the National Research Centre on Meteorology and Climate Change. Toulouse is integrating climate change adaptation into its local urban plan. Doing so is strategically important because it increases awareness of climate change and the urban heat island (UHI) effect among stakeholders. By integrating adaptation into how the city decides where and how to build, and with what density, Toulouse hopes to have a real impact on the comfort and energy performance of buildings.
