 Political support for adaptation is secured

 General overview of climate change impacts, adaptation activities and other relevant information in the city is established

 Common understanding on climate change adaptation is developed among key stakeholders

 Ongoing activities with relevance for adaptation are identified

 Adaptation team is appointed and roles and responsibilities assigned within the municipal administration

 Institutional cooperation is set up with horizontal and vertical coordination mechanisms in place

 Human and technical resources are identified and secured

 Financial resources are identified and secured

 Consultative and participatory mechanisms are set up to facilitate the multi-stakeholder engagement in the adaptation process

 Continuous communication process is put in place for the engagement of the different target audiences

 Additional and ongoing adaptation guidance and support are identified
