Общата цел на проекта PermaNET е да допринесе за смекчаване на природните опасности, произтичащи от въздействието на изменението на климата върху алпийската вечна замръзналост. Чрез създаването на алпийска мрежа за мониторинг и чрез разработването на обща стратегия за справяне с опасностите, свързани с вечната замръзналост, PermaNET допринася за устойчивото развитие и прилагането на добри управленски практики. PermaNET ще предостави на лицата, отговорни за вземането на решения, и на отговорните органи необходимите основи за вземане на решения и стратегии за справяне с опасностите, свързани с вечната замръзналост. Пропуските в данните за разпространението на вечната замръзналост ще бъдат отстранени и ще бъде изготвена непрекъсната карта на вечната замръзналост и база данни за цялото Алпийско пространство.
