Citizen Led Air pollution Reduction in Cities (CLAiR-CITY)

Description:

CLAiR-City has categorised emissions and concentrations of air pollution, carbon footprints and health outcomes according to citizens' behaviour and daily activities in order to make these challenges relevant to how people choose to live, behave and interact in their urban environment. Through an innovative engagement and quantification toolkit, the public involvement required to enable citizens to define a set of future city scenarios to reduce their emissions was stimulated to support and inform the development of tailored city policy packages up to 2050.

Using six pilot cities/regions, CLAiR-City has broken down the source of current emissions/carbon footprint not only by technology, but by citizens' activities, behaviours and practices. CLAiR-City analysed current local, national and international policy and governance structures to better understand the immediate policy horizon and how this may impact citizens and the future of cities. Then, working with new source apportionment methods to combine both citizen and policy evidence, CLAiR-City used innovative engagement methods such as games, an App and Citizen Days to inform and empower citizens to understand current challenges and then subsequently define their own visions of the future of their city based on how they want to live up to 2050. The impact of these citizen-driven future city scenarios was analysed, to develop city-specific policy packages in which the future of clean, low-carbon and healthy air, as democratically defined by the city's citizens, is described and quantified. The results of the CLAiR-City process have been evaluated to provide policy lessons at city, national and European level. In addition, the structure of the toolkit was developed for all EU cities with more than 50,000 citizens, establishing a basis for disseminating the CLAiR-City process across Europe.
