See all EU institutions and bodiesCelebrating its first year of operation, the MIP4Adapt Technical Assistance Programme is supporting Charter Signatories of the EU Mission on Adaptation to Climate Change. Since the first kick-off meeting with Nantes Métropole, France, in October 2023, the programme has made measurable strides in building local capacity and advancing adaptation efforts.
With a focus on tailored adaptation planning and delivery support, the programme has provided hands-on guidance, access to resources, and expert mentoring to help 86 Charter Signatories enhance their climate adaptation offering. Here’s a look at the impact of the MIP4Adapt Technical Assistance over the past year:
- Number of participants who have started the programme: 86
- Number of participants in the kick-off phase: 17
- Number of applications received: 134
- Percentage of eligible applicants: 85%
- Number of adaptation plans supported: 19
- Number of community-level events delivered: 22
Throughout the year, the programme has supported regional and local authorities across Europe, each with unique success stories. Some of the programme outputs include:
- Torres Vedras, Portugal, received support to identify and prioritise its climate adaptation options to tackle its climate risks. The results of this exercise were used to develop a complete draft of a climate adaptation strategy and action plan that was fully validated by the Technical Assistance team. The MIP4Adapt facilitator also supported the design of a governance structure (Torres Vedras Climate Action Pact) and facilitated the process of getting it formally established.
- Galway and Offaly Councils in Ireland utilised the programme to help with a critical review of their existing climate adaptation plans. They received insights into how their proposed adaptation actions connect to their climate risks and vulnerabilities, as well as help to identify any gaps. The recommendations and guidance from the MIP4Adapt team prompted the cities to request additional days of support to carry out an in-depth analysis and prioritisation of the adaptation options and improvement of their pipeline of adaptation measures to be included in the next update of their climate adaptation plans. Galway also received MIP4Adapt support to organise the Galway Climate Festival held in September 2024.
- The Vidzeme region in Latvia received tailored guidance and expert support from the MIP4Adapt facilitator to enhance the adaptation chapter of its Sustainable Energy and Climate Action Plan (SECAP). This assistance included a comprehensive review and improvement of adaptation strategies to better align with regional climate goals and resilience needs. Additionally, the facilitator provided Vidzeme with a detailed set of process monitoring indicators, which the region integrated into a robust adaptation monitoring framework. This framework now allows Vidzeme to track progress, evaluate the effectiveness of its climate adaptation measures, and adjust strategies as necessary to ensure long-term climate resilience.

The work doesn’t stop there! The MIP4Adapt Technical Assistance Programme is still open to eligible Charter Signatories. Participants can look forward to new offerings, including additional days of expert help to support climate adaptation efforts or access to funding. Support is available on a first-come-first-served basis, so don´t wait! Apply before the next cut-off date to review applications is Saturday, 30 November 2024.
