Summary of the strategy/plan
In accordance with the commitments of the Covenant of Mayors, Granollers adopted its SEAP in an effort to achieve the European objectives of 20-20-20 in 2020. The Granollers SEAP includes 235 actions aimed at promoting energy efficiency and RES in all sectors of the municipality and 126 actions to be implemented directly in 25 public buildings. Adaptation is not the focus of this document. However, in the next 2 years, Granollers City Council will be working to integrate climate change adaptation in existenting plans like SEAP and the Municipal Action Plan.

Planned adaptation actions

Granollers' main activities are focused on enhancing energy management via implementation of eco-efficiency measures in refurbishment and new building construction and improving the selection of building materials (considering both energy efficiency and adaptation to climate change). There are also plans to increase the amount of shade buildings provide and improve building site selection.

Good practice / spotlight item

Energy savings campaign
Adaptation is not the primary focus of this project but it touches on adaptation in that Granollers City Council is developing initiatives that may have adaptation benefits as well as create energy savings. The awareness raising campaign "Estalgia" reminds school children of good energy-savings practises. This includes activities such as turning off the tap to save water and closing the doors to avoid heat entering the building in the summer, which are relevant to both mitigation and adaptation. The objective is to empower citizens in a new energy culture based on less intensive use of energy. The project is part of Green Partnerships: Local Partnerships for Greener Cities and Regions (
