Lanusei - Italy

Climate change impacts

In Lanusei the risks of drought and consequent reduction in the availability of water are increasing, together with the flash floods stemming from alterations in the hydrological regime.

Main motivation for taking adaptation action

Lanusei's decided to take action on climate change mitigation by joining the Covenant of Mayors and adopting a SEAP. A natural continuation thereof is its decision to take adaptation action and join “Mayor Adapt”. In line with these initiatives, Lanusei hopes to make sustainability and resilience a way of life, rather than a conscious choice for future generations.

Planned adaptation actions

The City of Lanusei, with the adoption of the SEAP, outlined the energy policies of the city for the period 2007-2020 and in particular, actions and projects already realized or to be implemented that will lead its territory towards sustainable development. Both government institutions and citizens have been involved in the development and the implementation phases of the SEAP. In addition, however, the city must also plan measures that increase the resilience of the territory to the impacts of climate change, which are growing in intensity and thereby increasing the city's territorial vulnerability. In this respect, the Municipality aims to perform actions aimed at mitigating the hydrogeological risk; cleaning river beds; improving forest maintenance; eliminating the mixing of white and black water in some areas of the town; and cleaning and maintaining the green areas located in the town center and in surrounding areas (including roadsides).

Building adaptive capacity locally

The Municipality also intends to strengthen the stakeholders' involvement, in particular encouraging active input from farmers, the local water utility, local health authorities, forest rangers, insurance companies, and individual citizens. Farmers will need to try to incorporate new, more resilient crops into their operations. The water utility will ensure greater maintenance of its water pipes and, in consultation with the municipality, try use a white water collection system for irrigation of orchards and gardens. The local health authority will ensure swift and effective response systems for the reception and hospitalization of patients most at risk during heat waves. Forest rangers will, in coordination with the firefighters, improve the controls and monitoring of the adequate firebreaks as well as the maintenance other local lands. The use of the insurance for natural disasters will be increased, and insurance companies will need to devise innovative methods to reduce the risks arising from unpredictable events as a result of climate impacts. Citizens will be informed of the importance of their individual actions on the global climate system and, through the adoption of energy regulations for buildings, they will be obliged to adopt appropriate criteria in the construction and maintenance of their own buildings. This includes the switch from energy consuming techniques and materials to those characterised by greater resilience to external climate impacts.
