Climate change impacts

Rouen is particularly vulnerable to uncontrolled water runoff from upstream areas (episodes of heavy rains will be more numerous and runoff more intense); lower rainfall in the summer (-10 to -15% by 2030); degradation of air quality due to high concentrations of road transport infrastructures and polluting industries in the Seine Valley; and higher temperatures.

Main motivation for taking adaptation action

Rouen views adaptation to climate change as part of a long-term iterative process in which continuous knowledge gathering and sharing enriches discussion, thereby contributing to a prevention strategy and current or preparatory actions.

The City of Rouen does not have an adaptation strategy but, nonetheless, has taken a pro-active stance towards adaptation to climate change and will integrate it into existing, relevant city plans. The Agenda 21, "My city is my planet", was adopted on 27 May 2011 and granted the city Agenda 21 Local France status in January 2012. The city also adopted a Territorial Energy & Climate Plan on 11 October 2013, a Local Urban Plan, and a Local Sustainable Development Plan. Rouen joined the Covenant of Mayors in October 2013, and was given the European label 'CAP CIT'ERGIE' on 30 January 2014 for the aforementioned commitments. In addition to this strong pro-active political backing, the City of Rouen has exchanged with other cities in Europe within the framework of the INTERREG IV B "Future cities – networks to face climate change" partnership.

Planned adaptation actions

For many years the City has been able to cope with the dangers presented by the climate thanks to its the local Urban Plan and a Local Emergency Response Plan (PCS), which prepares the preventive means to be implemented in the event of an alert or emergency situation (natural hazards, health risks, technological risks or other situations such as snow, house fires, etc.). In view of these different threats, the City is set up to mobilize its employees via an on-call system and action procedures that manage alerting, protecting, and supporting the population. In addition to these documents, the City of Rouen has and continues to increase the efficiency of water use and consumption by, for example, spending roughly 5 million euros per year repairing dilapidated pipes and connections in the drinking water system. The city also strives to protect natural areas, enhance urban biodiversity, strengthen flood risk prevention, and implement its heatwave plan.

Rouen Luciline - Banks of the Seine Project

As part of the INTERREG IV B "Future cities – networks to face climate change" initiative, Rouen has undertaken an ambitious project to transform the 800 hectares industrial wasteland along the Seine into an eco-district by 2020. The focus of the project is on the energy, water management and ecosystems and in addition to the social and climate change mitigation benefits of the new development, it also entails a number of adaptation-relevant aspects. The natural rainwater management system to be employed includes ground channels and gardens that serve as areas for ecosystem development as well as storage for rainwater infiltration. With increased use of vegetation, the water cycle in the city should be as natural as possible and in conformity with global and national standards for water management. Other planned measures include a reduction in sealed surfaces in relations to 135,000m2 of buildings, the encouragement of biodiversity, and a reduction in wastewater.
