Monitoring and Evaluating Adaptation

6.4 Communicating results to inform policy and practice

The results generated by Monitoring, Reporting and Evaluation (MRE) methods can play a key role in informing the continuous improvement of adaptation policy and practice. For this to happen, findings need to be communicated to a range of decision-makers, at the right time and in an appropriate way.

MRE experience has clearly identified the following ways to strengthen the link between MRE results and adaptation policy and practice:

  • Make the use of MRE results transparent when starting with developing systems (influences the set-up significantly);
  • Engage with stakeholders (not only when developing MRE systems, but throughout the NAS and NAP development and its revision and discuss preliminary MRE results in order to exchange thoughts on the way of interpretation and communication);
  • Enhance communication on MRE (use various means, focus on target groups and contextualize);
  • Focus on dissemination, awareness raising and capacity building;
  • Use MRE results to make sure that adaptation is a priority on the political agenda; and
  • Revisions of policies and measures may also benefit from monitoring and evaluations of other, closely linked policy fields.

Various means of communication can be used to convey the key messages from MRE results. Results need to be easily understood by the intended target group (which can vary from policymakers to decision makers, affected stakeholders or the broader public) and must be of high relevance to them. The various levels of knowledge on the topic also need to be considered when communicating MRE results. Think about how information can be presented visually and to what extent messages need to be tailored to different groups. See Step 1.5 for more information on how to communicate and raise awareness.
