Climate Change Impacts and Adaptation for Transport Networks and Nodes

Description

The report prepared by United Nations Economic Commission for Europe (ECE) Group of Experts on Climate Change Impacts and Adaptation for Transport Networks and Nodes analyses the impacts of climate change on main transport assets in the ECE region and outlines the initial perspectives and the areas of potential risk. Country experiences in the form of case studies, demonstrating a range of efforts that have been undertaken to describe climate change impacts on transport assets and operations are also part of the report.

The part one of the report consists of four chapters. Chapter 1 introduces the main transport networks and nodes in the ECE region. It also provides information on the use of the networks (where available) and network assessments focused on potential negative socioeconomic impacts triggered by network disruptions caused by climate change impacts. Chapter 2 describes the current state and possible future development of the range of climate change factors which can affect transport infrastructure. Chapter 3 tackles the interconnection between future climate change and adaptation planning leading to more resilient transportation infrastructure and operation. The table summarizing the potential impacts of climate change manifestations on transport infrastructure and operations is provided at the beginning of the report. Chapter 4 provides lessons learnt by the group of experts and the number of recommendations formulated by lessons learned which should presumably serve as a basis for continuation and advancing the ECE work on adaptation of inland transport infrastructure to climate change in an effective way.

The analytic part of the report is complemented with country experiences with adaptation work presented as case studies. These case studies show approaches, practices, methodologies, and tools developed and applied by countries for analysing current and future climate change impacts on transport systems and/or for testing transport adaptation options. The case studies often include information about the policies that provide the necessary basis for such work. Moreover, the examples of implications from climate change on various transport infrastructure are also outlined by another set of case studies, in common with socioeconomic impacts caused by the impact of climate change on the transportation sector.
