Objective of the funding programme

The Water Agencies are the primary financing institutions for climate change adaptation in France. There are six Agences de l’Eau across the country. Under the new 2025–2030 financing programme, €1 billion has been approved at the national level for adaptation measures, with 40% dedicated to nature-based solutions, which are a key focus for climate adaptation. Priority areas include:

  • Ecosystems: including the conservation and restoration of rivers, wetlands, riverbank forests, and wet grasslands

  • Agriculture: reducing water demand through organic farming, agroecology, and sustainable forestry

  • Urban areas: improving water management and reducing soil impermeability
