The Water Agencies are the primary financing institutions for climate change adaptation in France. There are six Agences de l’Eau across the country. Under the new 2025–2030 financing programme, €1 billion has been approved at the national level for adaptation measures, with 40% dedicated to nature-based solutions, which are a key focus for climate adaptation. Priority areas include:
Ecosystems: including the conservation and restoration of rivers, wetlands, riverbank forests, and wet grasslands
Agriculture: reducing water demand through organic farming, agroecology, and sustainable forestry
Urban areas: improving water management and reducing soil impermeability
