Objective of the funding programme

Banque des Territoires offers banking services and technical advice. It is implementing a dedicated five-year programme (2023–2027) focused on coastal areas and French overseas territories. The agency provides loans to finance climate change adaptation projects, covering a wide range of activities such as engineering studies, administrative support, financial management, selection of appropriate indicators, and implementation.

The programme focuses on four main areas:

  • Resilience of infrastructures and buildings
  • Natural resources (marine and forests) sustainable management
  • Adaptation of the economic sectors (tourism offer, economic sector of port areas and logistics) and biodiversity conservation and restoration (nature-based solutions in water management)
  • Security management after natural disasters
