Objective of the funding programme

The Operational Programme for Spatial and Urban Development Plus (TOP Plus) covers the entire country, supporting development in both less developed regions (all counties) and Budapest, which is considered a developed region, with particular attention to the least developed and lagging areas.

The programme aims to enhance territorial cohesion at both the EU and national levels by promoting regional and county development relative to the EU average and reducing disparities within Hungary. Special focus is given to the four least developed regions – Southern Great Plain, Southern Transdanubia, Northern Great Plain, and Northern Hungary – as well as the 36 districts targeted under the complex programme. In Budapest, the programme seeks to address the specific challenges faced by large urban centres.
