Charter Signatories are regional and local authorities who expressed their interest in joining the Mission following a call from the European Commission in 2022. In total, 302 Charter Signatories from 25 EU Member States plus 17 other signatories from countries associated or potentially associated with Horizon Europe, declared their willingness to cooperate, mobilise resources and develop activities under the Mission.

The European Commission’s open call for Charter Signatories was closed on 25^th November 2022. No further calls for Signatories are currently planned. Future opportunities, including funding opportunities, to support ideas on adaptation to climate change, will be communicated via the Mission Portal.

The Mission’s Community of Practice membership comprises regional and local authorities that are Charter Signatories, Mission projects and regions or local authorities participating in their implementation, the European Commission, and national authorities (that will be identified via national adaptation contact points). Members of the Community of Practice can benefit from participation in events, sharing good practices, and opportunities to link research with policy and practice. Charter Signatories, Friends of the Mission, and national authorities (that will be identified via national adaptation contact points) can also access the online Community of Practice. You can access the online community of practice with your CIRCABC log in.

As part of the Community of Practice, Charter Signatories can:

• Seek technical assistance on the development of climate adaptation plans and pathways to 2030, help with accessing financial support for demonstration projects on climate adaptation, and stimulating mobilisation and engagement of citizens and stakeholders in climate adaptation
• Join discussion forums to exchange lessons learnt and collaborate with other members of the Community of Practice
• Twin with other Charter Signatories who face common challenges in preparing and planning for climate resilience
• Learn about relevant events and training courses.

Several European funding programmes (for example the Horizon Europe programme or LIFE) are regularly opening calls for proposals dedicated to adaptation to climate change. Any regional or local authority can participate in these calls.

In addition, the Mission's Portal provides:

• Access to the Regional Adaptation Support Tool and associated guidance, tools and data for use by all regional or local authorities and communities in preparing and planning for climate resilience
• Information about Mission Projects from the Mission’s Horizon Europe calls and other relevant EU-funded projects that may be sources of further guidance, tools or case studies on climate adaptation planning
• Details of relevant news, events and training courses that are open to all.

Different organisations can contribute in different ways. For example:

• Regional and local authorities that are not Charter Signatories can prepare and plan for climate resilience by drawing upon guidance, tools, data, and information about relevant projects from the Mission’s public web pages
• Academic institutions and researchers can support the development of climate adaptation plans by contributing data and data analysis
• NGOs and others, including citizens, can contribute to development of climate adaptation plans by inputting to stakeholder consultations
• Companies and businesses can support development and implementation of climate adaptation plans by inputting to stakeholder consultations and helping to pilot, undertake and/or fund relevant actions.

The Friends of the Mission are organisations, such as research institutions or businesses, that have expressed an interest and been invited by the European Commission to endorse the Charter and to contribute to the Community of Practice.
