P2R Resilience Maturity Curve (RMC) Self-Assessment

The RMC Self-Assessment Questionnaire is an online, Excel-based self-assessment tool that enables regions to assess their climate resilience maturity across a range of measurement areas, including adaptation planning, coordination, stakeholder engagement, financing, information management, and monitoring, evaluation and learning (MEL). By completing the assessment at baseline and endline, regions can track changes in their resilience maturity over time and identify areas of progress and remaining gaps. The results can support regions in guiding and tracking their progression within the Pathways2Resilience framework.

What you can do with it

Input

  • Complete the Excel-based questionnaire using knowledge of the region’s policies, governance, financing and planning arrangements.
  • Assess adaptation planning, coordination, stakeholder engagement, information management and monitoring, evaluation and learning.
  • Involve relevant regional stakeholders to provide informed responses.
  • Repeat the assessment at baseline and endline or after significant institutional changes.

Output

  • Resilience-maturity scores across the assessment’s measurement areas.
  • Graphs and bar charts showing maturity results.
  • A structured picture of strengths, progress and remaining gaps.
  • Comparable baseline and endline results for tracking change over time.

Use it to

  • Assess a region’s climate-resilience maturity.
  • Identify governance, planning, financing and institutional-capacity gaps.
  • Support reflection, learning and prioritisation of improvement areas.
  • Track changes in resilience maturity across repeated assessment cycles.
  • Guide progression within the Pathways2Resilience framework.

Why is it relevant to climate adaptation

Provides a holistic and accessible way for regions to examine the enabling conditions for climate resilience, not only individual hazards or measures. It supports structured discussion across governance, planning, finance, participation and monitoring and can reveal where capacity-building is needed. As a self-assessment, its quality depends on informed stakeholder participation and it does not directly measure climate-risk reduction or the impacts of implemented actions.

Used in

  • Regional resilience-maturity assessment within the Pathways2Resilience framework.
  • Baseline and endline comparison by participating regions.
  • Multi-stakeholder reflection on adaptation governance, planning, finance and monitoring.
  • Identification of institutional strengths, progress and remaining capacity gaps.
