Experts have shared their opinion about why heat mortality figures can differ for one location. Without one perfect and absolute way to measure heat-related deaths, counts depend on the approach used and the availability high-quality data. Yet, all numbers point to high levels of excess heat-related mortality. The main challenge is not to improve the precision of heat-death calculations, but to identify and implement solutions to reduce mortality and other heat impacts.

Mit dem diesjährigen Thema „Die Wellen der öffentlichen Gesundheit in Europa: Exploy a Sea of Innovation“ (Erkundung eines Innovationsmeers) wird versucht, die Grenzen zu verschieben, neue Ansätze zu entdecken und den Kurs für die Zukunft der öffentlichen Gesundheit in Europa zu skizzieren. Zu den Unterthemen mit Bezug zur Klima-Gesundheitskrise gehören „Gesundheitsungleichheiten“ und „Globale Gesundheit“. Die Konferenz wird gemeinsam von der EPH-Konferenzstiftung und mehreren Organisationen organisiert, darunter die Partner der Beobachtungsstelle ASPHER, das ECDC, die Europäische Kommission und das WHO-Regionalbüro für Europa. Im Vorfeld der Konferenz werden in monatlichen Webinaren das Hauptthema und die Hauptunterthemen der Konferenz untersucht, wobei dringende Themen wie der Aufbau von Kapazitäten der Arbeitskräfte und die sich entwickelnde Rolle der Fachkräfte im öffentlichen Gesundheitswesen behandelt werden.

With this year's theme 'Sailing the waves of European public health: exploring a sea of innovation', the conference seeks to push the boundaries, discover new approaches, and chart the course for the future of public health in Europe. Among sub-themes with a link to the climate-health crisis are 'Health inequalities' and 'Global health'. The conference is co-organised by the EPH Conference Foundation and several organization including Observatory partners ASPHER, ECDC, the European Commission and WHO Regional Office for Europe. In the run-up to the conference, monthly webinars explore the Conference's main theme and subthemes, addressing pressing topics such as workforce capacity building and the evolving role of public health professionals.

Krajowe instytuty zdrowia publicznego (NPHI) z całego świata spotkały się na początku grudnia w Sztokholmie (Szwecja), aby zająć się największymi wyzwaniami dla bezpieczeństwa zdrowia publicznego i znaleźć rozwiązania dla tych wyzwań. Los institutos nacionales de salud pública de todo el mundo se reunieron a principios de diciembre en Estocolmo (Suecia) para abordar y encontrar soluciones a los mayores retos para la seguridad de la salud pública. En la Declaración de Estocolmo destacan la urgente necesidad de aplicar las lecciones aprendidas de la COVID-19 para hacer frente a otras amenazas para la salud, incluido explícitamente el cambio climático. Los INP desempeñan un papel fundamental en la gestión de las crisis que afectan a la salud humana.

Gli istituti nazionali di sanità pubblica (NPHI) di tutto il mondo si sono riuniti a Stoccolma (Svezia) all'inizio di dicembre per affrontare e trovare soluzioni alle principali sfide per la sicurezza sanitaria pubblica. Nella dichiarazione di Stoccolma sottolineano l'urgente necessità di applicare gli insegnamenti tratti dalla COVID-19 per affrontare altre minacce sanitarie, tra cui esplicitamente i cambiamenti climatici. Gli NPHI svolgono un ruolo fondamentale nella gestione delle crisi che colpiscono la salute umana.

Die nationalen Gesundheitsinstitute aus der ganzen Welt kamen Anfang Dezember in Stockholm (Schweden) zusammen, um sich mit den größten Herausforderungen für die öffentliche Gesundheit zu befassen und Lösungen dafür zu finden. Les instituts nationaux de santé publique (INSP) du monde entier se sont réunis à Stockholm (Suède) au début du mois de décembre afin de trouver des solutions aux plus grands défis en matière de sécurité de la santé publique. National Public Health Institutes (NPHIs) from around the world met in Stockholm, Sweden early December to address and find solutions to the biggest challenges to the public health security. In the Stockholm statement they highlight the urgent need to apply the lessons learned from COVID-19 to address other health threats, including explicitly climate change. NPHIs have a vital role in handling the crises that affect human health.

Die Zusammenarbeit mit der Natur und die Stärkung der Rolle der Ökosysteme können dazu beitragen, sich an den Klimawandel anzupassen, seine Auswirkungen zu verringern und die Widerstandsfähigkeit gegenüber dem Klimawandel zu erhöhen. Przyjęta 7 lipca 2023 r. przez państwa regionu europejskiego WHO deklaracja budapeszteńska określa zobowiązania polityczne i działania mające na celu przeciwdziałanie zagrożeniom dla zdrowia wynikającym z potrójnego kryzysu związanego ze zmianą klimatu, zanieczyszczeniem i utratą różnorodności biologicznej. Mogłoby to stać się prawdziwym czynnikiem przełomowym dla zaangażowania sektora zdrowia w działania związane ze zmianą klimatu oraz dla wkładu polityki klimatycznej w zdrowie. Jeżeli chodzi o politykę w zakresie przystosowania się do zmiany klimatu, kluczowym zobowiązaniem jest opracowanie, aktualizacja i wdrożenie „krajowych planów adaptacji w dziedzinie zdrowia”, jako samodzielnych dokumentów lub w ramach szerszych krajowych planów adaptacji.

Adoptada el 7 de julio de 2023 por los países de la región europea de la OMS, la Declaración de Budapest formula compromisos y acciones políticos para hacer frente a los riesgos para la salud que plantea la triple crisis del cambio climático, la contaminación y la pérdida de biodiversidad. Podría convertirse en un verdadero punto de inflexión para el compromiso del sector sanitario con el cambio climático y para la contribución de la política climática a la salud. Por lo que se refiere a la política de adaptación, un compromiso clave es el desarrollo, actualización y aplicación de los «Planes Nacionales de Adaptación Sanitaria», bien como documentos independientes, bien como parte de planes nacionales de adaptación más amplios.

Adottata il 7 luglio 2023 dai paesi della regione europea dell'OMS, la dichiarazione di Budapest formula impegni politici e azioni per affrontare i rischi per la salute posti dalla triplice crisi dei cambiamenti climatici, dell'inquinamento e della perdita di biodiversità. Potrebbe diventare un vero e proprio cambiamento per l'impegno del settore sanitario nei confronti dei cambiamenti climatici e per il contributo della politica climatica alla salute. Per quanto riguarda la politica di adattamento, un impegno fondamentale è lo sviluppo, l'aggiornamento e l'attuazione dei "piani nazionali di adattamento sanitario", sia come documenti a sé stanti che come parte di piani nazionali di adattamento più ampi.

Juli 2023 von den Ländern der WHO-Region Europa angenommene Erklärung von Budapest enthält politische Verpflichtungen und Maßnahmen zur Bewältigung der Gesundheitsrisiken, die von der dreifachen Krise des Klimawandels, der Umweltverschmutzung und des Verlusts an biologischer Vielfalt ausgehen. Sie könnte zu einem echten Wandel für das Engagement des Gesundheitssektors für den Klimawandel und für den Beitrag der Klimapolitik zur Gesundheit werden. In Bezug auf die Anpassungspolitik besteht eine zentrale Verpflichtung in der Entwicklung, Aktualisierung und Umsetzung „nationaler Anpassungspläne im Gesundheitsbereich“, entweder als eigenständige Dokumente oder als Teil umfassenderer nationaler Anpassungspläne.

Adoptée le 7 juillet 2023 par les pays de la région européenne de l’OMS, la déclaration de Budapest formule des engagements et des actions politiques pour faire face aux risques sanitaires posés par la triple crise du changement climatique, de la pollution et de la perte de biodiversité. Elle pourrait changer véritablement la donne en ce qui concerne l’engagement du secteur de la santé dans le domaine du changement climatique et la contribution de la politique climatique à la santé. Adopted on 7 July 2023 by the countries of the WHO European Region, the Budapest Declaration formulates political commitments and actions to address the health risks posed by the triple crisis of climate change, pollution and biodiversity loss. It could become a real game-changer for the health sector’s engagement with climate change, and for the climate policy contribution to health. With regard to adaptation policy, a key commitment is the development, updating and implementation of ‘Health National Adaptation Plans’, either as standalone documents, or as a part of wider National Adaptation Plans.

The policy conference, organised by the EXHAUSTION consortium (Exposure to heat and air pollution in Europe, cardiopulmonary impacts and benefits of mitigation and adaptation), aims to be an interactive forum to exchange knowledge on correlated health impacts from climate change, extreme heat, and air pollution. The event will specifically focus on evidence on heat and air pollution developments in Europe (incl. from wildfires) and its health effects, as well as current and future temperature-related health burden in Europe and the socio-economic costs of climate change and benefits of adaptation and mitigation.

Cet atelier de la Commission économique des Nations unies pour l’Europe adoptera une perspective globale sur les effets du changement climatique et des phénomènes météorologiques extrêmes sur la gestion des ressources en eau, tant au niveau national que transfrontière, ainsi que sur les systèmes d’approvisionnement en eau et d’assainissement et, en fin de compte, sur la santé des citoyens.

ECCA2023 będzie prezentować rzeczywiste przykłady środków przystosowawczych w oparciu o najnowocześniejszą naukę i badania naukowe na rzecz odpornej na zmianę klimatu Europy. Oparte na rozwiązaniach wydarzenia programowe ułatwią bezpośrednie rozmowy oraz nieformalną i formalną wymianę wiedzy na temat wiodących projektów badawczych w dziedzinie klimatu. Bezpośrednie tworzenie sieci kontaktów umożliwi ponowne połączenie istniejących stosunków i nawiązanie nowych kontaktów z nowymi organizacjami i osobistościami, które dołączyły do społeczności zajmujących się przystosowaniem się do zmiany klimatu od czasu pandemii.
