Description

In the Baltic States, the portfolio of adaptation measures applied is limited. Addressing climate change adaptation is necessary, not only in order to be consistent with EU targets and visions, but in particular in view of the fact that some regions of the Baltic States are already experiencing first changes in the natural environment. This background paper introduces adaptation as a policy issue and outlines developments at EU level. Followed by these general chapters, the paper examines the situation in the Baltic States.

The report was prepared in the frame of the project BaltClim and reflects the national activities on adaptation to climate change in the Baltic States in summer 2012, providing a first step to develop roadmaps for adaptation, identifying options for actions and how to overcome barriers and obstacles, defining thematic priorities and first steps for the Baltic states.
