Evaluation of the National Action Plan on Adaptation to Climate Change in the Czech Republic

Description

The Evaluation of the National Action Plan (NAP) on Adaptation to Climate Change in the Czech Republic was carried out at the end of 2019 by the Ministry of the Environment, cooperating with other ministries on collecting information regarding the implementation of a total of 350 measures of the NAP. The main objective of the evaluation was to provide input data for the update of the Strategy of Adaptation to Climate Change in the Czech Republic (2015) and National Action Plan on Adaptation to Climate Change in the Czech Republic (2017) to identify lagging implementation.

However, collected information also served as input data for the research under the project ‘New methods of the evaluation of strategic document of the Ministry of the Environment’, conducted by the Czech Environmental Information Agency (CENIA). The aim of the project was to improve the evaluation of strategic documents and thus contribute to their effective implementation. Evaluation methods developed within the project were then piloted on the data on the implementation of the NAP. This included, among others, the assessment of whether the objectives are SMART (specific, measurable, appropriate, resourced, and time-bound), the assessment of the implementation based on the set of vulnerability indicators, and the assessment of adequate capacity, legal framework, and available funding. Regarding the update of NAS and NAP, the evaluation also recommended reformulation of some of the measures to reflect recent development in their implementation.

The data on recent development in the implementation were put together in the executive summary submitted to inform the Government of the Czech Republic in January 2020. Unlike the Evaluation, the summary is structured along the sectors most affected by climate change: forestry, agriculture, water management, urban landscape, biodiversity and ecosystem services, health and hygiene, tourism, transport, industry and energy, and disaster management with additional objective concerning education and raising public awareness.
