Conditions are likely to be created which suit new business opportunities and innovation and governments may respond with targeted pioneer support.

Dealing with vulnerability can also create opportunities. For example, strengthening adaptive capacity to cope with a future climate risk is also likely to reduce vulnerability to existing climate risks.
