· Political support for adaptation is secured

· Common understanding on climate change adaptation is developed among key stakeholders

· Adaptation team is appointed and roles and responsibilities assigned within the municipal administration

· Institutional cooperation is set up with horizontal and vertical coordination mechanisms in place

· Human and technical resources are identified and secured

· Financial resources are identified and secured

· Consultative and participatory mechanisms are set up to facilitate the multi-stakeholder engagement in the adaptation process

· Continuous communication process is put in place for the engagement of the different target audiences

· Additional and ongoing adaptation guidance and support are identified
