Guidebook 'How to develop a Sustainable Energy and Climate Action Plan (SECAP)'

Description:

This guidebook has been developed by the European Commission’s Joint Research Centre to support the Covenant of Mayors signatories in developing effective Sustainable Energy and Climate Action Plans (SECAP) by providing detailed guidance to both local authority front runners and newcomers. Recommendations are provided throughout the process, from the initial commitment to implementation and monitoring of the SECAP.

The document has been published in three parts:

  • Part 1 - The SECAP process, step-by-step towards low carbon and climate resilient cities by 2030
  • Part 2 - Baseline Emission Inventory (BEI) and Risk and Vulnerability Assessment (RVA)
  • Part 3 - Policies, key actions, good practices for mitigation and adaptation to climate change and Financing SECAP(s)
