The JASPERS Practical Guidance on Climate Change Resilience Proofing offers technical support for implementing the European Commission’s 2021–2027 climate proofing requirements, focusing on infrastructure projects in the Energy, Municipal Solid Waste Management, and Transport sectors. It helps stakeholders integrate climate resilience considerations throughout the project cycle — from planning to monitoring — ensuring compliance with EU regulations, the Cohesion Fund, and the European Regional Development Fund (ERDF). The guidance specifically addresses climate adaptation, promoting best practices to reduce vulnerability to long-term climate impacts while respecting energy efficiency and climate neutrality objectives. It also supports the "Do No Significant Harm" (DNSH) principle and aligns with the EU Taxonomy. Designed for project managers, engineers, policymakers, and financiers, the document emphasizes the need for resilient infrastructure systems amid increasing climate risks, encouraging alignment with national and sector-specific standards. Developed by JASPERS (a joint initiative of the EIB and the European Commission) with GRID Engineers, it serves as a key tool for building sustainable, future-proof infrastructure in Europe.
