The Netherlands is a low-lying country with an abundance of water. The Delta Programme is in place to protect the Netherlands from high water and flooding, to ensure a sufficient supply of fresh water and to contribute to rendering the Netherlands climate-proof and water-resilient by 2050.

Since the launch of the Delta Programme (2011), the central government, district water boards, provinces and municipalities have been engaging in innovative forms of collaboration, with input from knowledge institutes, NGOs, businesses and residents. The collaboration focuses on three issues: Flood Risk Management, Freshwater Supply, and Spatial Adaptation.

The Programme sets a course for the future through several components:

  • Delta Decisions (included in the National Water Plan), setting out national frameworks that pertain to the whole of the Netherlands;
  • Preferential Strategies: giving direction to the measures tailored to seven regions in the Netherlands;
  • Delta Plans (Plan on flood risk managmentPlan on Freshwater supply and Plan on Spatial Adaptation), setting out the measures for the implementation of the policies;
  • The Delta Programme, setting out the progress of the elaboration and implementation of the Delta Decisions, Preferential Strategies and Delta Plans.The first Delta programme started in 2011 and ended in 2021.  Delta Programme 2024 presents the measures scheduled for the years ahead.
