Analysing and evaluating flood risk governance in Belgium. Dealing with flood risks in an urbanized and institutionally complex country.

This report describes the multi-level governance setting in Belgium's flood risk management. In particular interesting is the division of competences between different departments as there are the department of environment, water management, spatial planning, insurances and crisis management. The conclusion of the report is that Belgian flood risk governance is highly dynamic. Between 1995 and 2015, important steps have been taken to increase resilience. The 5 arrangements scored rather well in terms of efficiency and legitimacy. The report describes some opportunities and barriers for moving forward in flood risk governance in Belgium.
