This STAR-FLOOD country report examines the flood risk governance in England (UK) at national level and at case study level. Focus is on Kingston-upon-Hull, the Lower Thames and City of Leeds. The organisation of flood risk management in England is characterised by strong mechanisms that enhance societal resilience, resource efficiency and legitimacy of flood risk governance.  Recommendations are made to overcome bottlenecks as there are improving communication with the public, improving funding for flood defence and mitigation, better spatial planning and improving resources for local flood risk management.
