Involvement of stakeholders in the development of the Baltadapt Strategy and Action Plan on adaptation to climate change in the Baltic Sea Region (BSR) has been crucial in order to ensure that the actions developed are perceived as relevant for those that will have to adapt. This report presents outputs from two macro-regional workshops with climate change experts and representatives from national/regional and local authorities and sector associations from the BSR. The first stakeholder workshop targeted costal tourism and the second one focussed on agriculture. The workshops included a combination of oral presentations, world café sessions and plenary discussions. The agriculture workshops combined the world café concept with interactive visualizations. The outcome demonstrated the value of transnational monitoring of pests and animal diseases, as well as of cooperation on early warning systems for extreme weather events and its consequences. Coordination and exchange of knowledge and good practices, including cost-benefit analyses, impact and risk assessments and stakeholder attitudes were also recommended, as well as the development of common standards and guidelines and improved coordination of political and legal planning. The importance of multi-level governance and formations of triple helix clusters, as well as the need to address climate change with an integrated landscape perspective was also addressed. Additionally, the outcome pointed towards the need to cooperate on issues where actions have cross-border implications, such as eutrophication . Although the participants acknowledged the need for trans-national cooperation, it was emphasized that this had to be combined with adaptation of policies and practices to local conditions. Finally, also the issue of financing has been included.
