Climate change adaptation: Empowerment of local and regional authorities, with a focus on their involvement in monitoring and policy design

This report analyses the situation with regard to climate change adaptation in European cities and regions. It aims to identify priority support needs with regard to successful urban adaptation and suggests suitable  responses  based on the preferences of European  cities.    Furthermore, it seeks to point out concrete solutions that could be provided by the European level in the form of a European wide urban adaptation initiative.
