Mission signatory reporting assessment

Based on data reported in 2024 by Signatories of the EU Mission on Adaptation to Climate Change, this assessment examines how these local and regional authorities are advancing climate adaptation. It explores the full adaptation cycle - from governance and risk assessment to planning, action, and monitoring - highlighting key strengths and challenges that shape progress in their jurisdictions.

Most authorities have established governance frameworks and adaptation plans, with actions increasingly targeting extreme heat and water-related hazards in sectors such as water supply, agriculture, and forestry. While progress is evident, gaps remain in monitoring, evaluation, and access to finance.

The assessment offers evidence-based insights into the state of climate adaptation across Mission Signatories, supporting the Mission’s objectives and accelerating the path toward climate resilience.
