This report summarises the outcomes of the 2024 Brussels workshop on Earth System Tipping Points (ESTP) and their implications for EU governance. Tipping points are critical thresholds beyond which Earth system components may undergo to potentially irreversible change. Crossing these thresholds would have severe impacts on climate, ecosystems, economies, and societies, posing systemic risks to Europe.
A central message of the report is the urgent need to complement climate mitigation with robust adaptation, resilience building, and anticipatory governance. Key recommendations include:
Strengthening adaptation planning by using early warning systems, horizon scanning, and scenario-based risk assessments to prepare for low-probability/high-impact events.
