This reflection paper supports the early scoping of the second European Climate Risk Assessment (EUCRA-2). It builds on the first EUCRA and on expert discussions to identify possible improvements in scope, methodology and policy relevance. From an adaptation perspective, it highlights the need for a more actionable assessment of climate risks, including systemic, cascading, cross-border and high-impact risks. The paper also underlines the importance of linking risk assessment with preparedness, governance, risk ownership and policy readiness, so that EUCRA-2 can better support EU and national adaptation planning, resilience-building and future updates of the European Climate Adaptation Plan.
