Study supporting the assessment of EU missions and the review of mission areas

Description

This report sets out the methodological framework for the assessment of the five EU Missions and the review of the mission areas. It details the methods used to develop a robust evidence base (including desk research, data analysis and a literature review), reports on the findings of the stakeholder consultation and provides cross-cutting insights from the mission assessment and mission areas review reports. The stakeholder consultation included an EU wide survey (342 responses across the five missions), 76 interviews and five stakeholder workshops (118 participants). Triangulated with the evidence base, the consultation results provided a sound basis for drawing conclusions on the missions’ progress. The EU Missions assessment covered the selection process, governance structures and management arrangements, the portfolio of policy instruments, the funding leveraged and the progress towards achieving the missions’ goals. The assessment highlights substantial progress in implementing multi-level governance, mobilising funding and engaging with stakeholders (public sector, business, research and technology organisations, etc.) and, to a lesser extent, citizens. The mission areas review reconfirms the relevance of the societal challenges and the interconnected nature of the selected missions which calls for enhanced operational synergies. The report concludes with five main policy options for the future development of the EU Missions.
