SMSR – System Monitoringu Suszy Rolniczej is Poland’s national system for monitoring agricultural drought and assessing crop losses. Developed by Instytut Uprawy Nawożenia i Gleboznawstwa, it provides maps, indicators, and municipality-level data based on climatic water balance and soil moisture conditions. The platform combines meteorological observations and modelling to identify areas affected by drought and supports policy implementation (e.g. compensation schemes). It functions as an operational monitoring and assessment tool for agricultural drought risk, rather than a broad adaptation planning platform.
An operational, government-run system rather than a general planning platform — built specifically to identify drought-affected areas and support policy responses such as compensation. It offers no nature-based-solution, cost-benefit or just-resilience functionality, and underlying data has no systematic update cycle.
