The EU Mission on Adaptation to Climate Change supports European regions and communities to prepare for the unavoidable impacts of climate change and build climate resilience by 2030.
Launched under the EU funding programme Horizon Europe, the Mission aims to support at least 150 regions and communities across Europe to accelerate climate change adaptation and protect citizens, ecosystems and infrastructure and become climate resilient
The Mission helps regions and local authorities to:
Understand climate risks and vulnerabilities
Develop adaptation pathways and strategies
Implement innovative solutions on the ground
The Mission has built a strong European community for adaptation, with 333 regions and local authorities signing the Mission Charter and committing to work together on climate resilience.
The Mission is supported by a portfolio of 65 Horizon Europe funded research and innovation projects. Mission-funded projects develop and test innovative adaptation solutions, tools and approaches that can be replicated and scaled up across Europe.
- The Mission mobilises coordinated support for regions and cities by linking strategic guidance from the European Commission and the Mission Board for the EU Mission on Adaptation to Climate Change. It provides practical implementation support through initiatives such as Mission Implementation Platform (MIP4Adapt) and national adaptation hubs, helping local authorities plan and implement their pathways to climate resilience.
The EU Mission Adaptation Portal is the Mission’s central hub supporting regions and local authorities with knowledge and guidance, adaptation solutions and stories, tools, funding and financing, signatory reporting. It also provides a community platform, helping authorities move from understanding climate risks to implementing solutions on the ground.
Climate-ADAPT provides practical tools and services supporting Mission implementation, including adaptation planning, reporting and knowledge access (see below).



Why the Mission on Adaptation to Climate change matters for climate change adaptation
Climate change impacts are already affecting European regions and communities, with increasing risks to people, ecosystems and infrastructure. Effective adaptation requires coordinated action, robust knowledge and practical implementation at local level. The Mission helps bridge the gap between understanding risks and delivering solutions by supporting regions in planning, financing and implementing adaptation measures.
By fostering collaboration across countries and governance levels, it accelerates the uptake of proven approaches, reduces vulnerabilities and strengthens long-term resilience, ensuring that communities are better prepared for current and future climate challenges. The Mission complements, and does not replace, national adaptation policies by supporting implementation, knowledge-sharing and cooperation across levels of governance.
