In Europe, standards of safety and quality for products and services are developed and agreed by the three officially recognized European Standardization Organisations (ESO): the European Committee for Standardization (CEN), the European Committee for Electrotechnical Standardization (CENELEC) and the European Telecommunications Standards Institute (ETSI). By setting common standards that are applied across the whole of the European single market, CEN and CENELEC ensure the protection of consumers, facilitate cross-border trade, ensure the interoperability of products, encourage innovation and technological development, include environmental protection and enable businesses to grow. Together, CEN and CENELEC provide a platform for the development of European Standards and other technical specifications across a wide range of sectors, also ensuring that standards correspond with any relevant EU legislation.

In 2013 the European Commission, by adopting the EU Strategy on Adaptation to Climate Change, invites also ESO to contribute to the European efforts aiming to make Europe more climate-resilient. The strategy highlights the key role of standards in securing the climate resilience.
In 2014 CEN and CENELEC established the Adaptation to Climate Change Coordination Group (ACC-CG) to coordinate standardization activities and to foster collaboration in standardization work in the field of adaptation to climate change.  ACC CG is also responsible for coordinating the delivery the European Commission standardization request in support of the EU strategy on Adaptation to Climate Change.
