Description

MOWE-it is a EU-funded project aiming at identifying existing best practices and developing methodologies to assist transport operators, authorities and transport system users to mitigate the impact of natural disasters and extreme weather phenomena on transport system performance. The European transport system has shown vulnerability to external shocks, which have partially or, in some cases, totally shut down part of the transport system. MOWE-IT examined practical applications to manage transport networks more effectively. The project work was organised into the following steps:

  1. addressing cross-modal features including determinants of travel choice and relationships between modes;
  2. mode-by-mode review of impacts and mitigation strategies;
  3. short-term options to deal with induced disruptions;
  4. policy recommendations for longer term solutions;
  5. involving stakeholders and authorities.

A collection of guidebooks was produced to improve the resilience of rail, road, aviation, inland waterways, and maritime transport. Short-term strategies and long-term policy recommendations were also delivered to enhance resilience. Final outcomes and recommendations were presented at three regional conferences.

A webtool providing spatial information on extreme weather events occurrence probability using climate scenarios and their implications to transport infrastructure network in Europe was developed within the WP2 of the project.
