Climate change planning for regional and local authorities

Description:

The handbook contains a broad and not too technical description of climate change issue, and describes a number of supporting procedures and tools for local/regional administrators that want to know more about climate change, or are planning to put the climate issue in their policy agenda, for mitigation (i.e. cutting greenhouse gas emissions, chapter 2), adaptation (i.e. understanding and managing impacts of climate change on environment and society, chapter 3), or both.
