Network of Experts of the German Ministry of Transport and Digital Infrastructure (BMVI) (BMVI Network of Experts)

Description:

The Federal Ministry of Transport and Digital Infrastructure of Germany (BMVI) launched in January 2016 this project to bring together the expertise of seven of its executive agencies. The objective pursued by the BMVI is placing existing competences on a broad common basis, networking intensively with each other and thereby promoting the transfer of knowledge and technology across disciplines. The BMVI Network of Experts (NoE) builds upon the dialogue between experts from science and research, industry and economy, as well as politics and administration. The project will run until 2019 or 2020.

Seven federal agencies are involved in the BMVI NoE: The Federal Highway Research Institute (BASt), Federal Institute of Hydrology (BfG), Federal Waterways Engineering and Research Institute (BAW), Deutscher Wetterdienst (German Meteorological Service, DWD), Federal Office for Goods Transport (BAG), Federal Maritime and Hydrographic Agency (BSH) and Federal Railway Authority (EBA).

The NoE currently covers five topics, each coordinated by one of the Federal Agencies. DWD is coordinating the topic “Adapting transport and infrastructure to climate change and extreme weather events”. Actions under this topic should provide answers to questions such as the following: What is the significance of climate change? Which climatic changes are relevant to transport and infrastructure in Germany? Which climate scenarios do we need to consider? How vulnerable are transport and infrastructure to climate changes and extreme weather events? What sections of the transport network might be particularly vulnerable? What options, measures and processes are available to ensure and strengthen the resilience of the entire transport system? How do the combined effects of climate change and other anthropogenic changes affect transport and infrastructure? What does this mean for the maintenance, planning and building of infrastructures? How can we prepare reliable climate predictions for planning periods of 10 to 30 years, in addition to long term climate projections? How can we use these predictions within planning instruments as well as in maintenance and renewal of the transport network?

Specialist knowledge about climate development in the atmosphere and the oceans is combined with practical knowledge of the three modes of transport, namely waterways (inland waterways, marine transport / coastal waters), road and rail. The results of these studies will be incorporated within an intermodal risk management system, to be established on the basis of existing sub-systems, e.g. the approach developed under the AdSVIS (adaptation of road infrastructure to climate change) project, and shall be extended to include additional risk factors. The methods and tools developed will be validated and applied in coastal and inland areas.
