In the research project "Cooperation between authorities on climate change and adaptation", on the one hand, the damage potential of priority climate change-related risks for society, the economy and ecosystems in Germany was determined and, where possible, economically assessed (see Part 1 of the final report: Assessment of climate change-related risks: Damage potential and economic impact of climate change and adaptation measures).

On the other hand, technical analyzes and suggestions for a procedure for evaluating measures and political instruments for climate adaptation were developed. The aim was to analyse the effectiveness of combined policy instruments of climate change adaptation. In the framework of the project, an analysis tool was developed, tested and applied together in close cooperation with the government agency network "climate change and adaptation" in order to evaluate the extent to which combined climate adaptation instruments can contribute to achieve adaptation objectives (such as climate change adaptation). Five criteria are applied in the analysis of the adaptation instruments: effectiveness, flexibility, efficiency, coherence, and potential for synergies. An efficient combination of policy instruments consists of a strategically balanced mix of single instruments.
