THRIVE supports local authorities and their communities in reimagining town centres by transforming publicly-owned vacant or derelict heritage buildings through renovation, renewal, and adaptive reuse. The programme funds locally developed, strategic regeneration plans and projects that aim to create town centres that are vibrant, viable, and attractive places to live, work, and visit. These centres are intended to function as key economic, social, cultural, and recreational hubs. Notably, Chapter 2 of the programme focuses on climate change and the adaptation of our towns, emphasising the importance of resilience and sustainability in urban regeneration.

Funding rate (percentage of covered costs)
90% to 100% co-financing rate for Local Authorities. THRIVE is co-funded by the Government of Ireland and the European Union under the Southern, Eastern and Midland Regional Programme 2021–2027 and the Northern and Western Regional Programme 2021–2027. It is important to note that European Regional Development Fund (ERDF) contributions cover 40% of costs in the Southern, Eastern & Midland region, and 55% in the North-Western region.
