See all EU institutions and bodiesWithin the multi-level governance of adaptation, the transnational level plays a major role. The 2024 European Climate Risk Assessment has shown that climate change impacts do not stop at borders such as river flooding and spread of vector-borne diseases. The EU is addressing climate change at transnational levels through integrating climate change into its policy framework and providing knowledge and funding under its Interreg IVB transnational co-operation programmes.
Under this programme, transnational regions with comparable socio-economic conditions have been defined under the Interreg IVB transnational co-operation programmes for 2021-2027 with associated policies. Those EU actions help national and sub-national actors to consult and align their adaptation interventions across borders.
This section provides information on strategies and actions with relevance for climate change adaptation for transnational regions. In 2021-2027, the cross-border cooperation between EU Member States and Neighbourhood region is governed by the EU Cohesion policy and the programmes are also part of Interreg. In order to highlight the external dimension of Cohesion policy and at the same time to emphasise how close EU and partner countries stand, the new programmes is called "Interreg NEXT".
