- Climate change adaptation in the Northern Periphery and Arctic region is supported in several policies, strategies and funding programmes at the transnational level of governance. It is mainly addressed by Priority 1 of the EU Interreg Northern Periphery and Arctic (NPA) Programme (2021-2027). This priority determines the EU co-funding of shared solutions for cross-border climate change challenges that require cooperation among organisations from different countries.
- Climate change adaptation, risk prevention and management are covered by one of the nine sub-objectives recalled by the 2021 Action Plan of the EU Strategy for the Baltic Sea Region (EUSBSR) (see also Baltic Sea).
- Under the Convention for the Protection of the Marine Environment of the North-East Atlantic (OSPAR Convention) climate change adaptation, resilience and mitigation are addressed as cross-cutting issues by the North-East Atlantic Environment Strategy (NEAES, 2021) within strategic objectives 5, 10, 11 and 12.
- The Arctic Council addresses climate change by the Arctic Monitoring and Assessment Programme (AMAP).
- The 2021 Action Plan of the Barents Euro-Arctic Council (BEAC) addresses the challenge of transitioning to low-carbon and climate-smart solutions while enhancing adaptation capacity and awareness in the Barents region.
Geographic scope
The Northern Periphery and Arctic Transnational Region comprises the northernmost part of Europe including parts of the North Atlantic territories. The 2021-2027 Interreg programming period covers Northern and Eastern Finland, Northern and Western Regions of Ireland, and Northern Sweden. Outside the EU, it includes the Faroe Islands, Greenland, Iceland, and Northern parts of Norway. Compared to the previous programming period (2014-2020), the new area does not include Northern Ireland, Scotland, and the Norwegian region of Vestlandet (southern region) anymore. On the other hand, the programme includes now the Irish counties of Roscommon, Cavan, Monaghan, and Tipperary. A map comparing the old and new borders can be seen here.
Why climate change adaptation matters in the Northern Periphery and Arctic region
The 2024 European Climate Risk Assessment has shown that the Northern Periphery and the Arctic region as part of Northern Europe is affected by multiple risks due to increasing flooding as well as wildfires. Policies and measures coordinated across borders need to be taken to effectively make this transnational region climate resilient.
