Within the multi-level governance of adaptation, the national level plays a central role in translating climate resilience objectives into action. The first European Climate Risk Assessment (EUCRA) showed that the EU and its Member States have made considerable progress in understanding and preparing for the climate risks they face. However, societal preparedness remains insufficient, as the implementation of policies and measures is not keeping pace with rapidly increasing climate risks. The EEA report Climate resilience in Europe, 2025 — progress and challenges confirms this finding through a comprehensive assessment of national climate adaptation policies and actions across 32 EEA member countries, drawing on the latest reporting cycle under the EU's Governance Regulation.
Many climate risks are shared between the EU and its Member States, making coordinated and timely action across all levels of governance essential for strengthening Europe’s climate resilience.
Climate-ADAPT supports EU Member countries in advancing adaptation by providing targeted knowledge, guidance, tools and capacity building resources for national and subnational authorities involved in the development and implementation of adaptation policies and actions. This European-level knowledge complements the information and services provided by national adaptation platforms, helping connect knowledge accross governance levels, facilitate learning between countries and support more coherent and well-informed adaptation decision-making across Europe.
