0.1 How to use the Urban Adaptation Support Tool?
The Urban Adaptation Support tool has been developed as the adaptation guidance for urban areas by Mayors Adapt, the EU initiative for urban adaptation, which is now part of the Covenant of Mayors for Climate & Energy. Mayors Adapt recognised the need for European adaptation decision-makers and practitioners in cities to be guided through the main steps of the adaptation process. As a result, this tool provides easy access to relevant adaptation information, data, tools and guidance specifically tailored for urban settings in Europe. In its main structure, the tool is an off-shoot of the general Adaptation Support Tool on Climate-ADAPT platform and follows a harmonised EU approach to adaptation guidance.
The Urban Adaptation Support Tool consists of six steps that help to understand the risks and vulnerability to current and future climate, to identify and assess adaptation options, to develop and implement a climate change adaptation strategy and/or action plan and to monitor the results of adaptation action. Under each step, a set of questions are listed that need to be addressed in the adaptation planning and implementation process in order to successfully complete the step. For each question a brief general summary of the issue is given, followed by a quick answer to the question under the ‘Read more’ link, as well as lists of links to relevant high quality urban-specific knowledge and guidance materials and tools for deeper exploration of the subject. It is recommended that you read through the summary and the quick answer of each step before you choose to either examine additional material in detail or proceed to the next step.
The Urban Adaptation Support Tool is not intended to produce a tailor-made climate adaptation strategy at the press of a button. It rather intends to highlight key issues to be considered when planning and implementing adaptation cycle; and provides access to relevant information, tools, resources, and guidance to support it. The Urban Adaptation Support Tool can be used as guidance on its own or in combination with other guidance documents and tools developed on international, national, local and sector specific levels (see list below).
Although they may differ in the level of detail and coverage, all urban adaptation guidance documents are based on a set of similar main steps within the adaptation management cycle. As adaptation is location- and condition-specific, it is advisable to review several guiding approaches before embarking on the adaptation process in order to choose the most suitable and useful one.
Especially nationally developed adaptation guidance linked to national level adaptation policies and tailored to the country’s conditions as well as written in a national language, is often the first port of call for cities. For in-depth adaptation work within the urban sectors, specific sector-based guidance, often developed by sector associations, consultants or research projects that focus on a specific sector, can prove to be useful.
